I'm currently on OPT STEM, my EAD is good till later this year. I already filed I-30 and I-485 a week ago. Can I apply for another EAD 3-4 months before my current EAD ends? Do I have to pay for that?

Yes, but why wait? The EAD based on AOS is free anyway. Getting it as soon as possible doesn't hurt.

The reason why I did this was because I currently have a job and if I wait to apply for the new EAD later, it could give me a total of 10 + 12 months' work permit just in case the GC application couldn't get it done on time.

My OPT was approved in 2015 and expires in July but I filed concurrently in November and just received my new EAD valid for 1 year.

The EAD/AP can be renewed indefinitely for free as long as AOS is pending anyway. So there is no benefit to that.

it's not a renewal. you won't be renewing the one for your current OPT. It's never done.

However, you can apply for a NEW EAD based on your AOS case, it's allowed and the filing fee is waived when you include a copy of the I-485 receipt notice.
