about marriage certificate and secpa

Good day to all members,here I am again .

Want to ask because the date of arrival and departure of my fiance is 9th of March until 24th of March here in Philippines and our wedding date is 23rd of March, after our wedding the official told me to stay two more weeks because she needs it for signing papers for marriage certificate and secpa ,my question is since my fiance will be only here until 24th of March because we can't afford no more to spend more because we will gonna spend on processing the visa in rapid visa and he needs to get back before April for fixing the lease he needs to sign also the taxes (he is really busy in month of April) ,is there any other way though even he gets back to his country he can still able to sign the papers needed for marriage certificate and secpa like doing sworne statements in front of the official

--- properly identified signed and motorized like that? This kind of thing will work?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

That would be a good question to ask your local civil registrar as to how they would handle your case. I am sure your not the first one that they have encounter with a like situation, so check with them.

Your husband will sign the marriage contract and nothing else is required form him. Evrything can be done during the wedding.

I am confused with just the 2 weeks time. After getting married your officiant files the MC in the Local Civil registrar and all you have to do is wait until you can get a copy from NSO/ PSA ( on SECPA paper); SECPA- Security paper that NSO/ PSA uses. You cannot get that in 2 weeks time.
