Help needed next step.

Hello,

My husband filed for his parents to come to US (mother and father) back in June. Both cases were approved, and sent to NVC end of December 2015. We received an invoice and welcome packet from NVC 2 weeks ago. First we received his dads, the following week we received his moms packet last week.

  1. - The initial welcome letter from NVC cotains a checklist that has steps 1 2 3 etc, invoice number and all that. From my understanding, you first have to complete step 1 before you move on to the next step, until you reach to step 6, where you have to send financial and supporting (civil) documentation. Can you send those together?
  2. Do we have to translate the civil docs before we send them to NVC? Online it says "All documents not written in English, or in the official language of the country in which you are applying for a visa, must be accompanied by certified translations. " The visa will be issued in Bosnia, and that is where his parents are currently living.
  3. - Before his parents start collecting "supporting (civil) documents" step 5, how do i know which supporting (civil) documents apply to Bosnia and Herzegovina. Where can i find it?
  4. The checklist that arrived with the welcome packet states that they must submit "military records", is that even necessary for his mother?
  5. Police records, how many years back? His mother was born and raised in Croatia and lived there until the age of 30, but moved to Bosnia and lived there her whole life. Does she have to submit one from Croatia? His dad lived in Bosnia his whole life.
  6. Court and prison records, neither one of them was ever convicted of a crime, is it necessary to submit if they were never convicted?
  7. - In step 3, submit a visa application. Who submits that? My husband or his parents? His parents don`t speak English, how will they know how to fill it out? Please advise.
  8. - Is there a deadline to submit any of these steps? The welcome letter does not have any DUE dates on there.

You will need police certificate in any country they have lived in for more than a year just fyi my mom was asked to bring one from a country where she lived for 4 yrs

His mom was born in Croatia and lived there until 1995 i guess she will have to get it from there as well. What about the immigrant visa application cAn we fill it out on behalf of his parents ? Step 3 of the nvc process
