February 2016 I-130 filers

I have a theory that I am just spent an hour or so testing out...

It looks like the auto-expedite for Filipino beneficiaries is coming or has come to an end. I think this is the reason for the speeding up of the general workload in Nebraska. Whilst I have sympathy for people affected by severe weather and natural disasters (I'm no stranger to it myself having lived in China with earthquakes - I was personally affected by the Sichuan earthquake in 2008) it was of course frustrating knowing that for every case that was expedited mine was pushed back a little.

Looking at recent NOA1s, so far only one March filer has reported an NOA2 and that was an African beneficiary where an expedite was requested for individual reasons. Not even the Philippines filers from March at Nebraska have NOA2 yet. No one from April has one. Previously it was not uncommon to see NOA2s for the Philippines coming in after a month. So one would have expected to see March ones by now, possibly April.

Furthermore, I have been looking at Potomac. Now we know they are much faster than Nebraska at the moment. But the time between NOA1 and NOA2 seems to be standard across all countries there. Two of the most recent NOA2s there were filed on the same day - one from Germany and one from the Philippines. The German one received NOA2 the day before the Filipino case did. And there are many other similar examples.

I'm pretty sure the policy of expediting certain petitions based on geography added about three weeks to a month to everyone else, especially as the Philippines sees huge numbers of applications - not just for spouses but for parents once the spouses have naturalised. That's about how much Nebraska appear to have sped up. If it had been a much smaller group that were fast-tracked, say Mongolia or Barbados, it wouldn't have made much difference. But we're talking thousands of petitions here.

I'm going to test my theory further by looking at IR-5 cases through Nebraska. Parents from the Philippines were getting NOA2 in a month. I stopped looking because that made me so annoyed when I'm waiting months and months to be with my husband. But I'm going to start studying those timelines again.

Looks like there were quite a few approvals yesterday (just looking at VJ.com), and it seems Nebraska are operating around mid-Jan.

Is that consistent with what your iPhone stalking shows?
