Using an non-immigrant visa for immigration purposes is fraud and one of the fastest ways to get banned. Like you said, don't even think about it.

It's not even an option since your priority date would be nowhere near current.

Priority dates for siblings can be over a decade long. I know that if I petitioned for my brother (after I complete naturalization), it would take at least 12 years for his priority date to become current.

So yeah, don't even think about it.

Sure ! it's always possible. Not highly probably, but hey !

Base assumptions, all must be true:

1. Sister got citizenship 27 years ago and immediately filed an I-130 on you.

2. Priority date is current during your 'visit'.

And even if it were possible to adjust, it's illegal to plan to do that from the outset before you even enter the country. That applies whether you are visiting your sister, mother, wife, anyone.
