Hi,

Has anyone obtained PCC certificate, travel outside India and than had to get another PCC?

Yes.

Wife got PCC at chennai Passport office in Sep 2013.

Went outside the country in Dec 2013.

Got another PCC in Jan 2014 before her interview that took place in Feb 2014. Only reason i asked her to get another PCC was just to make sure she had a latest copy. It wasn't required since PCC is valid for 6 months.

Correct me if I'm wrong but according to the State Department, it is valid for a year.

"These certificates are valid of one year from the date of issuance. If the police certificate already submitted to NVC has expired, then please bring a new police certificate to the visa interview"

Validity was 6 months in 2013. So technically the one that my wife got in Oct 2013 was valid till April 2014. So did not see any harm in getting a new one closer to her interview date. Like i said it wasn't required but no harm anyway.
