Why? How did she become a US citizen? Does she have a US citizen parent? A US citizen stepparent does not work for derivative citizenship.

She doesn't "auto-qualify to become a US citizen". She "auto-becomes" a US citizen as long as she is under 18.

Yes at this point. You will need to notify the father since you adopting her requires terminating his parental rights.

Or wait 3 years for her mother to naturalize and she automatically becomes a USC as long as she's under age 18, is an LPR, and lives with her USC mom.

You can legally adopt her (not just for that purpose) but because its what you &

wife wants to do....depending on how long is left for wife to apply & gain citizenship

Yes i am adopting her due to my wife and stepdaughter asking me and i am wanting to wife has been here for more than 3 years but never changed status tell this last year so she has more than 2 years to wait for her green card
