Even with board & food by uncle how will a teen manage with no money for 3 or 6 mths .

Positives

Get a job

give it time

get some verifiable savings or real estate

even then nothing is guaranteed

You didn't mention previous travel... While getting a tourist visa to the USA on re-application with the only change in circumstances being a shorten stay has almost zero chance as others have said a future application (like more than a year) can have a *slightly* higher chance of success if you show yourself to be a true tourist to other countries that you have not overstayed at. In SE Asia the number of countries you have the opportunity to visit visa free is vast. I'd suggest use the money you would otherwise waste on on a re-application for a tourist visa to visit some of those countries. Note however, that without prior travel experiance a single 19 year old may even have some difficulties over comming a Philippine Immigration officers presumption that you are planning to leave the Philippines in search of work and they *could* deny your exit even with a valid plane ticket for example to Hong Kong. You certainly would want to bring your student ID card. In short look at this denial not as the USA denying you but rather as God's will... You were not ment to go to the USA at this time... Search out other Alternatives and let God show you a better way.

Not true. I reapplied after 3 months and got approved.

My same-aged brother got a tourist visa last year. No job, living with parents, college, same situation. I guess the difference is that he has traveled to plenty of other countries before and he doesn't have 6 months-worth of free time.

merely changing the proposed visit time (even accompanied with some miraculous reason for it - like this alleged admission problem with the university) is one of the most oft-used schemes tried by previously refused applicants.....the COs will just laugh (to themselves)...because changing that time has not done a single thing to overcome immigrant intent and is not a change in YOUR circumstances....and if you don't enroll in school, are the Filipino University Police going to ask the US to have you extradited back to the PI for trial or to be jailed? No.

While you may choose to reapply, it will be a total waste of money.
