When can I pay AOS fee?

Timeline

I just received my NVC case number and Invoice ID number today. I already submitted the DS-261 but I don't see the AOS fee yet? I thought they were supposed to generate at the same time. How will I know when it is available to be paid?

Service Center : California Service Center

Consulate : Ho Chi Minh City, Vietnam

Marriage: 2015-08-07

I-130 Sent : 2015-12-19

I-130 NOA1 : 2015-12-24

I-130 Approved : 2016-01-13

NVC Received : 2016-01-22

Received DS-261 / AOS Bill : 2016-02-02

Pay AOS Bill : 2016-02-03

Receive I-864 Package :

Send AOS Package :

Submit DS-261 : 2016-02-02

Receive IV Bill : 2016-02-05

Pay IV Bill : 2016-02-05

You can use your NVC case number and Invoice ID to log in to the Immigrant Visa Application website (https://ceac.state.gov/IV/Login.aspx). There you can pay the AOS Fee (under Affidavit of Support) as well as the IV Fee (under Applicant Information).

This should be the same site where you chose the Agent with the DS-261. According to the Choice of Agent confirmation, you should wait 3 to 5 business days after you submit the DS-261 before attempting to pay the fees. In my case, it was over a month before I received confirmation from NVC after filing the DS-261 and I only paid the fees after this.
