Actually this is really rare. They hold #### if the paperwork isn't in order, but they tell the broker whats wrong.

Well when you're dealing with individuals who ship things without paperwork or being aware of what can and cannot be shipped, then of course it gets held. My wife's company will not do personal effects. Its too much of a pain in the tucus.

The store owners around here are constantly getting people trying to trade their indian reservation smokes for the brand they want. They're cheap on the reservation, but they carry no state tax stamp. If a store gets caught with them, they lose their license to sell smokes.
