When you called the cops where you out there with the cops or did you keep yourself inside? Maybe they're looking at you that way because your first reaction was to call the cops than to walk up there and talk to them?

Oh we called the cops after that. They just drove away after the girl got something from the car and FIL checked it and saw the little dog. When husband got home, that's when we called the cops.

Another option to find out who these people are and what they're up to is to get a whole bunch of neighbors together and approach the car at the same time. Strength in numbers.

Mob rule. What has this person done that requires a number of people to confront him/her? This is just escalating things unnecessarily when no crimes have been committed and the police have been called on multiple occasions?

Not meant that way, but can certainly see how it appears like that. Approach it as fact-finding and with potential willingness to help.

The homeless comes from all walks of life. I live in NYC, and have dealt with the homeless many times in the past.

The homeless. Not everyone is just down on his luck. There's a tremendous amount of people that are ex-convicts who got let out after doing 25 to life, etc. And opted to stay in the streets vs. half way houses.

With that said, many municipalities have local ordinances in regards to vagrancy and loitering. But in places with large populations, that's just impossible to enforce.

The police. Here in NY, when they engage a person and ask questions, a "Stop and Frisk" report is prepared, documenting the stop, and or search. The identities of the stopped are recorded. I'm sure the officers that spoke to that person in the car didn't think he was up to no good.

Abandoned/ derelict vehicles. A car is not considered abandoned or derelict, if it has current registration. And not burned, or wrecked.

Casing your residence. I don't think someone would case your abode for that long if they had any criminal intent. In this case, I think it's just someone living in their car.

If they have a dog left in the car all the time, call the human society they may do more to get the car moved.

The "human society" only cares about humans, not dogs.....

It is pretty hard to have compassion if you're too scared about your safety. Some people wont do any harm but a person can get desperate enough and who knows what he'll do then. Let us not look at it in a wholistic view about homeless people and being catholic, they never bothered me before until now, when one is living in front of our house and always sees the comings and goings around the neighborhood. Yes I am a bit paranoid and scared about it.

They are on public street and not on your property. They seem to be complying with the 72 hr rule.

You can't use law enforcement as a tool to get rid of people because "you're too scared for your safety".

The police could not make them leave because there's no probable cause of action for your allegations. People live with weird neighbors,etc but you have no legal right to move them. They haven't broken any law.

You may not like it but that's the law.
