The US embassy in Manila generally handles such cases on a case-by-case basis. Check on some thread in the Philippine Regional Forum.

Based on previous cases, Us Embassy Manila selectively accepts joint sponsor.

During the recent interviews, most of us were not asked for the Affidavit of Support. It may also just depends on the CO but an Affidavit of Support is still required based on the Embassy requirements.

So if the petitioner does not meet the minimum income requirement, then his parents can provide with an affidavit of support.

If your fiance's income does not meet the I-864P poverty guidelines then I suggest you be pro-active and have a co-sponsor and needed documents for the interview at USEM.

There is no guarantee that a co-sponsor will be accepted at co-sponsor will be accepted by USEM, 50/50 chance there. To improve your chances of having a co-sponsor accepted the petitioner needs to use a close family member (mom, dad, siblings).

Many times lately USEM is not asking for support evidence, but that is case by case also, so be prepared.

Don't bother with GUIDE here on VJ for assistance with the embassy process, it is too generic, thus next to useless

It's nice of you to offer the visa guides here on VJ but the processing in the Philippines is entirely different. Sure filling out the 129F and getting a NOA1 and NOA2 is the same but it stops there for the Philippines. There are so many documents that are specific to the Philippines that if the applicant were to follow they surely would fail as they would be lacking certain requirements necessary to secure a visa from USEM.
