If you can afford international tuition and support him while he lives here he can apply for a student visa. It will be hard since he doesn't have the equivalent of a high school diploma.

Hi,

It will take 12-13 years for you to petition your brother. There is no other way for you to bring him to the US.

If he wants to attend community college in the US, then he will need a high school diploma in his country. He can then apply for colleges here and try for a student visa. Please look into the cost of tuition for international students. It can be very high.

Best of luck.
