My fiancée and I are getting married this February in Japan and we are expecting a baby in September. Our plan is to have the child born in Japan first. My medical insurance covers overseas so I need her social security number to add her. So my insurance will cover the pregnancy overseas. My question is, is it possible for my fiancée to apply for social security number while overseas?

no.

she could get an itin after marriage, by you two filing a tax return with irs form w-7, into the Special ITIN Intake center in Austin Texas. But that would be in 2017 tax filing, for tax year 2016.

Usually immigrants get a SSN. Since she's in Japan, she's not any immigrant. There are exceptions if'n you are military stationed in Japan - are you one of those ?

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Your fiancee will need to be in the US on a legal visa to apply for a SSN. She can't do that from Japan if she hasn't been to the US at al.

No. She is not an immigrant and no U.S. touch. Darnell is correct about tax and military issues. However, your statement about insurance sounds like private biz. I'm surprised that your insurance will cover her - that's almost unheard of today. Most U.S. insurance companies don't recognize foreign spouses without some sort of proven immigration status. You better check the fine print.
