Ok. Now let's do the math :)

Spring's NOA date is 12/23/15

His biometrics was on 01/15/16

Let's deduct ALL weekends and ALL Federal Holidays (minus Christmas, minus New Year).

The answer is 16 WORKDAYS days.

Here is my dates:

My NOA is 02/18

My biometrics is 03/07

Let's deduct ALL weekends (there were NO Federal holidays during this period).

The answer is 13 WORKDAYS days.

13<16 (13 is less than 16).

Dates between biometrics and In Line.

Spring's biometrics date is 01/15/16

In Line 01/19/16

Answer is 2 days

My biometrics is 03/07/16

In Line is 03/10/16

Answer is 4 days.

I can say my timeline is pretty much close to Spring's timeline.

I have not received my NOA yet. my Credit Card was charged on 03/03. How much time usually it takes to get NOA?

For me it was 1 week (Cashed 02/18 and NOA received 02/25).

Wait till this Saturday. You should get it this week.

The timelines on VJ for the Chicago Field Office are showing about 3 months from interview letter to actual interview, and then a month from interview to oath.

So based solely on that, I'm expecting my interview to be scheduled for sometime early June and then oath in July. But for all I know, it could be shorter. I don't think my case would take longer though.

Helpme123 is an early filer, so the in line for interview notification won't come until they meet their priority date.

I believe that's what he's saying. My wife didn't file early at least. She filed after her third anniversary of her initial green card.

To clarify, when I posted this comment, I was not sure if it's the in-line notification, or the interview letter, or the interview itself that is affected. However, my understanding comes both from reading multiple threads here on VJ as well as looking at USCIS. It is also the reason why I didn't file early in July, because my interview or oath ceremony might have coincided with my recent trip overseas.

There have been numerous sayings that you can file 90 days before your 3 year LPR anniversary, but you aren't actually going to be fully processed (as in, to completion) until you meet the 3 year requirement.

If we look at spring333's timeline that Iwo analyzed and that I posted, that person's GC date is 2/19/13. Which means they meet the requirement on 2/19/16 or thereabouts. The interview date is in March after the requirement was met. Based on that, I'd say the interview gets scheduled for when you meet the 3 year requirement, even if you receive the letter as expected after "in Line"

I may be entirely mistaken and an idiot, so please feel free to correct me.

This doesn't make any sense. Why have the option to apply 90 days early if it's not really going to be processed until the actual day? I can see no reasons why USCIS would be willing to collect applications just to hold them in a pile for three months rather than not allowing folks to apply until the actual anniversary date had passed. It is just extra work and storage for them.

My understanding is that a person is eligible for citizenship (ie the oath ceremony) at the three- or five-year anniversary. So, we are allowed to apply 90 days prior because it can take USCIS 90 days to process the application, do background checks, gather biometrics, and do the interview, so that we would be able to be sworn in right around the actual anniversary.

What akihon suggested may be true, but I hope it's not!

I hope it isn't true either, but I seem to have formed this from reading many different sources. Maybe my understanding is incorrect, but I won't know because I'm not filing early.

I hope someone can shed light and confirm what it is once and for all.

My digging led me to here http://www.trackitt.com/usa-discussion-forums/n400/628589449/n-400-interview-before-5th-year-anniversary and here http://forums.immigration.com/threads/n400-passed-interview-then-denied-for-early-interview.303710/ which are stories of people who interviewed early. The links are a bit old (2011, I think) and they are started by a person whose case was possibly denied for being too early, but the responses to the original posts indicate that standard USCIS processing is to give the interview whenever, and the the IO should just make sure the oath ceremony is scheduled after the anniversary date.
