Can we apply for Covered California while waiting for GC/EAD/AP

Hello everyone! I have tried finding the answer on here but I've seen responses going either way so I'm wondering if there is anyone that is really informed and is certain that can give me the correct information.

I know that in order for me or my co-sponsor to not be penalized, my husband (who has applied for his AOS/EAD/AP last month) cannot become a "means tested public benefit" or else myself and my co-sponsor risk getting sued.

I am wondering, if I am eligible for covered California (Obama care), can I apply while we are waiting for his AOS? Will it slow down any the AOS/EAD or AP? We are in a very big rush with the AP and would like to avoid slowing that down.

And,
Can HE apply for Covered California while he is waiting?

Immigration has nothing to do with your eligibility for Obamacare. Will it slow down any the AOS/EAD or AP? No. Insurance has nothing to do with immigration. We are in a very big rush with the AP and would like to avoid slowing that down.

And,

Can HE apply for Covered California while he is waiting? As a person adjusting status for a green card, your husband is eligible.

By the way, if your husband qualify for Medi-Cal (CA version of Medicaid) under Obamacare, he can receive it. CA does not use federal funds, so the I-864 is not triggered. CA is okay with giving him health insurance.
