How to apply for CSPA in F4 catagory?

Timeline

My mother received a welcome latter in the mail today for her brother's petition. PD is March 2004. Bother and his wife are listed on ceac.state.gov. but his children are not listed. How do we go about applying for CSPA? Do we need to get the children added by contacting NVC or they are added automatically at a later time?

I did calculated it. They are below 21 after deducting the time it took USCIS to approve the case. My question is will we have to contact NVC to add the names or will they be added at a later time? If they will be added at a later time should we submit the children's civil document along with parent's civil documents?
