My wife's abandoned cousin

My Cameroonian wife supported and cared for her abandoned cousin for nearly 12 years. Both of the cousin's parents abandoned her at the age of 5 years old. My wife took care of her up until the time we met and I married her. We were unsuccessful adopting the cousin before the K1 visa was issued because my wife was not married at the time and had insignificant income. Also the father was unwilling to sign over the rights which is a criteria for adoption in Cameroon. Is there anything I can do to reunite my wife and her cousin?
