K1 visa Joint sponsorship manila

Timeline

Hi my fiance and I are about to apply for the k1 visa since we got engaged december of 2015. My fiance is now unemployed (just this january 2016) and doesnt wanna send the the paperworks untill he gets a new job however his siter is willing to co sponsor the visa. We've been reading that Manila doesnt approve joint sponsor or there is a 50/50 chance ( im not sure ) of getting it approved. Now my question is..

Should we file the petition while his unemployed and hope that he will have a job by the time of my interview or if he is still unemployed by then use his sister as his joint sponsor?

If he is still unemployed by the time of my interview, what are my chances of getting approved with his sister as his co sponsor?
