I agree ask embassy what the requirements are for daughter migrating with Mother. Last thing you need is a kidnapping charge if he were to be so vindictive. It is possible to suggest that the child come later. They have a full year after your fiancé is approved to join her in the US. Start the custody paperwork now and continue to attempt getting a letter from the father. I had trouble getting a letter from my fiancés ex as well. She stalled until she finally gave in after months and months of nonsense. Good luck

Hello! Good day! can someone show me a sample letter of consent. I'm already married to a US citizen and already processing our papers. There is no real form but the letter should have something like the following statements:

I PARENT allow my son/daughter NAME to immigrate to the United States of America and to permanently reside there. I also allow NAME to return to HOME COUNTRY to visit and then return to the US.

It should be notarized.
