hi i was just wondering about the payment method if both me and my fiancée are located in the Philippines now. We will be filing from the Philippines and have no personal cheques too.

Welcome to the forum.

The I-129F payment instructions, on page 6, are quite clear:

  1. The check or money order must be drawn on a bank or other financial institution located in the United States and must

    be payable in U.S. currency; and

  2. Make the check or money order payable to U.S. Department of Homeland Security.

That being said, some people have mailed their petition packet to friends or relatives in the US, who then insert a properly prepared check, and then mail the petition packet to the Texas lockbox location. They then settle up with their friends or relatives later.
