Can I Apply for my wife ?

sorry i am new to this process so some of my questions could be really stupid. please bear with me.

My case history:

I was married in Jan 2011, and both my previous Spouse and me , we had interviewed separately (cross questioning) and our case got approved in august 2012.It was just one interview and , Interview was in may 2011. and also conditions on my GC also been removed and now I have 10 year greencard.sadly we got divorced in jan 2015 (just 3 more months to my citizenship but circumstances were very bad so we got divored). and now I can file my citizen in april 2017.

I got married again in nov. 2015. and now my wife is at my home country.

My questions are:

1. According to my history is it possible that i can file greencard for my spouse ? If yes then whats the process, is it F2A category ?? Or should I need to wait to be citizen and then file for her.? whats the Processing time for a PR to file for Spouse and whats the processing time for a citizen to file for spouse.

Please give me suggestions friends. will be very thankful you guys.

If you gained permanent residence through marriage to a US citizen or PR spouse in the last 5 years you may not use the I130 to petition a new spouse unless the marriage ends in death or you can prove to them that you gained residence in good faith.
