I am a US citizen working in Singapore. My wife is Vietnamese and is in Singapore on a dependent's pass. We have been married for over a year. I would like to verify if we are able to use direct consular filing at the US embassy in Singapore. It appears that the USCIS needs to have a public counter presence.

Appreciate any assistance.

Thanks for the quick reply. In researching just now I see the USCIS office in Bangkok covers both Singapore and Vietnam. I am going to call them of course, but do you (or anyone else) have any experience with or knowledge of using the Bangkok office coming from outside Thailand for a DCF?

From what I have read or research, you have to be a resident of that country to file for DCF.

Who May File or Receive Service:

U.S. citizens residing in Thailand filing on behalf of their spouse, unmarried child under the age of 21 or parent (if the U.S. citizen is 21 years of age or older).

U.S. citizens residing in this field office’s jurisdiction but outside of Thailand may file with the Department of State only if the USCIS Bangkok field office director determines that there are exceptional circumstances.

No, you apply through the Chicago lockbox. As you're living abroad it can move a bit faster through the system.
