CFO Denseness?

Ok, I've read about the CFO and looked at Greenbaum's site, but the CFO part still has me confused.

It was stated:

"Certificate of completion is given after completing the seminar regardless if she doesn't have a US visa. Actual 'sticker' to allow leaving the country is affixed to her passport after the visa is entered by the USEM."

So does it matter when you do the CFO? Doing before the interview makes sense or after? IE Quicker? Who actually "affixes" the sticker? The US or the CFO?

I guess I am confused as to how this works even after reading it several times.

My though was for my fiance to do the Medical and CFO before the Interview and then it would all be streamlined?

CFO can be completed before or after your interview. Some like before because the schedule is usually full 2-3 weeks out. If you complete it before your interview then once you have your passport return to CFO and they will affix their certifcate to your passport. No appointment is necessary for this.

CFO is a Philippines process, has nothing to do with anything regarding USEM.

You can complete CFO before the interview, CFO will then issue the certificate. Later you can go back to CFO, after you have the visa and get the sticker affixed in the passport.
