So the Wisconsin interscholastic athletic association is analogous to the government and the student body is analogous to the people? Kind of seems contrived. Almost as if someone had a deadline for writing an article.

The WIAA does govern the high school sports in the state providing the rules, officials, and guidelines. In this system, the fans do indeed function as the people.

Aha. I had to be something like that. There's no rational way to get from a high school athletics association to the government of North Korea. Plenty of irrational ways though.
