Poverty concentration belongs to the Democrats. Beginning in the 1960s, the Federal Government, under Democratic control for 30+ years at that time, began herding the poor into large urban housing projects so their needs could be more efficiently serviced. What we have now is simply the fifth generation of that poor decision.

Why were these urban housing projects built in the first place? Did something occur in post war America that necessitated the construction of these projects and what would you have done differently? Also, is the Democratic party the exact same as it was then, or have demographics changed any?

You will really need to ask a 1960s Liberal (they call themselves Progressives now) what was on their mind when they perpetrated those awful urban housing complexes for the poor. All I ever saw was a group of nanny state politicians who turned their backs on the individualism and work ethic that made the USA a great country; They fostered a culture of dependence. It is sad really.
