confused on when wife can apply for citizenship

I'm confused on when wife can apply for citizenship. I read the somewhere that she can apply if she has been married for at least 3 years to a US citizen, which she has. Then other places I read it has to be 3 years from the day your green card was issued which would add another 10 months or more. She even has a friend who says she applied only a couple months after her conditional status was removed because she had been married 3 years already. I would call them but heard they don't take calls anymore.

Yep, agree. It's 3 years from the "resident since" date on the conditional green card and you must have been married for that entire period.

Some people actually apply for citizenship while their ROC is pending. This actually forces USCIS to make a decision on the ROC application and then continue processing the citizenship petition.
