The forceable takeover of a gov't building for political gain (in this case it was gov't land) is the sheer definition of terror. People do not have to die and bombs do not need to explode in order for a person or persons to commit an act of terror.

The whole issue with this thing was the two guy who were sentenced under the new anti-terrorism laws. That sentence was imposed after they had served their time for arson. They werent terrorists either.
