I was told on the phone my "new" scandate was Dec 28th, but 1-2 hours after that i got CC 3*N/A and then my wife called NVC and they confirmed it.

So my scandate must have been Dec 21st as pr the letter from NVC.

The "once every month" was the interview dates. Or so my wife was told over the phone.

That NVC issues Interview dates once a month, that is not true. Just look at Dwheels76 spread sheet. Just this month NVC has issued Interview dates twice.
