If you are ready, you can actually send in your AOS and IV packages right now, but you would need to use the bar code cover letter from the receipt of your AOS fee for both packages since you don't have your IV released yet.

You will want to call the NVC to go over the DS 261 in a few days so they release the IV invoice. Once that is paid they will release the DS-260 for you to fill out online.

I'm not sure about the letter they sent you as I didn't wait on that letter in the mail. Somebody else may be able to comment on that. You can go back into the Department of State website and print out the bar code receipt where you paid the AOS fee.
