Which is better? A dual citizenship or 13a visa...

Is it possible to petition me even his a dual or 13a visa?

Yesterday my husband and i found out that his ACR card is about to expire... So we went to the immigration and we found out that he cannot renew his acr coz some issues having a native-born visa. Then they talk to my husband and said... In order to get a new acr card he will change his visa either a dual or 13a...

Im so worried coz his leaving the philippines by january but we need to pass first the DCF requirement in the manila embassy. I was thinking we could just do the petition filling in the US instead of here in the Philippines

Your husband was born in the Philippines then became a USC, but never reacquired Philippine citizenship? Dual citizenship is easy to acquire, and is infinitely better than an ACR or 13A.

Dual citizenship has no affect on the visa process.

If he is leaving the Phils in January that sort of rules out a DCF ... need to be living there (6 months or more) for the Direct Consulate Filing.

FYI - if you husband has his Philippine birth certificate and were staying in the Phils longer, he could simple fly to HK or some place close/cheap for a day or two, upon returning as he clears customs show his BC and ask for a balikbayan stamp, most times they will stamp the passport. Balikbayan stamp is good for 1 year.
