I need some clarification regarding "Priority Dates" (PD)

My understanding was we wait for our PD to become current and NVC will start the process for visa application.

But then I was reading the Visa Bulletin and this phrase is confusing:

"(NOTE: Numbers are authorized for issuance only for applicants whose priority date is earlier than the cut-off date listed below.)

​Please kindly enlighten my confusion to this matter.

My situation is that we have a PD AUG2014 (F2A) and I wait appox. a year some months for visa bulletin to be current.

and now when I checked VB it says PD for January will be "01AUG14". We haven't received any notice from NVC.

Please help! thanks in advance!

hi

the nvc may request documents, forms and payments before the priority date is current, and the second bulletin is for how early they could, not that they always do, request the documents
