My P4 Interview Letter (with Guangzhou embassy) asks for GUZ P3 SUPPLEMENT. However, the State Department download link of Post 2 no longer works. Anyone has an updated link? Thanks.

March 26, 2009: We become a couple!
September 10, 2009: Arrived for first meeting in-person!
June 17, 2010: Arrived for second in-person meeting and start of travel together to other areas of China!
June 21, 2010: Engaged!!!
September 1, 2010: Switched course from K1 to CR-1
December 8, 2010: Wedding date set; it will be on February 18, 2011!
February 9, 2011: Depart for China
February 11, 2011: Registered for marriage in Wuhan, officially married!!!
February 18, 2011: Wedding ceremony in Shiyan!!!
April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

there is a publication date.

what's the publication date?

I ask, because the P3 supplemental has not been used in a LONG LONG LONG TIME,

the thing replacing it is

the document delivery coversheet that you or the applicant generates inside of the CGI/Stanley web portal.

Did you guys do EP at NVC or no ?

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

Sorry for the long delay of reply. I was out of the country and didn't check email...

It was a paper filing. I initially paper filed with Hong Kong embassy and NVC transferred my case to Guangzhou since my wife does not have Hong Kong residency.

The P4 letter has a header "my case number - std p4 app (15oct2014)". I am not sure what P3 supplement is, as it is not mentioned anywhere in NVC or Guangzhou embassy web site. I went to the CGI/Stanley web portal, and I chose China region, and then it asked me if it was for an immigrant visa, once I chose immigrant visa, it gave me this screen in my attachment. It direct me back to the immigrant visa info page:

If I ignore it and just go back to GCI web site and log in (I previously registered), it will let me enter the info up to the point it asks for my case number, and then it says it can't find it. The interview date is on 2/18/2016, so it is a bit strange it still does not find my case number on 2/1/2016. Do we still need to do the online registration thing with CGI web portal?

I wrote to the US Visa Service Desk at support@ustraveldocs.com about the issue registration issue on the CGI web portal, and they replied with instruction. I followed it and finally got my document delivery coversheet! Here is the instruction for those who has the same problems I had:

Please note that for selecting your delivery address for receiving your documents from the Consulate, please follow the steps given below:

1. Log in to your profile on www.ustraveldocs.com web site;

2. Select “Schedule New Application” option;

3. Select “Immigrant Visa - NVC Applicants only - Registration ”;

4. Select your visa category and enter the CITIC branch pick up location convenient for you or choose Premium Delivery service (chargeable)

NOTE: In case you want to track your current passport status which was submitted to the Embassy, please, send an email to passportstatus@ustraveldocs.com and in the subject and/or body enter a valid passport number exactly as it was entered at the time the appointment was scheduled, and you will receive an automatic response with the status.
