The US Congress has passed a measure as part of a budget bill that will no longer allow citizens of 38 countries - including the UK - who have either travelled to Iraq, Syria, Iran or Sudan in the past five years or are dual nationals of these states, to travel to the US without a visa.

You could be an Oil Worker, Medic or a Military man, but if you have been to any of these 4 Countries, you will need a Visa, ESTA No Good.

The new legislation comes on the heels of the terrorist attacks in Paris last month that sparked fears of a similar act being carried out on American soil.
This prompted lawmakers to take a look at tightening the borders, igniting national debate about refugees.

So even people who are American citizens and have Syrian,Iranian,Iraqi or Sudani citizenship too, even them need a visa to enter the US even if they didnt travel to any of these countries in the past 5 years? just being dual citizens will require them a visa on their American passports?

This concerns VWP visitors only.

The US does not formally recognise dual citizenship for its citizens anyway (although accepts that it exists).

Plus, US citizens are ineligible by law to receive a US visa, for obvious reasons.

If Op's question is if this affects family IMMIGRATION visas (ie those leading to greencard upon entry), then the answer is "no"- as mentioned, this is ONLY about the Visa Waiver program.
