So my husband used to live here until he was about 20 years old, then moved back to Guatemala and has been there ever since.

How or where would he have to go or call to get his current police records from when he lived here?

You do not need a police report from the United States since they run a background check.

the country seat where he lived or apply to FBI for federal background check

some counties do it at local sheriff's office / others such as mine do it at clerk's office

he would have to send ID

just google it and ask / will take you to site / or go to the site for state he lived in and search

they sometimes ask for last 5 years

So just the police report from where he currently lives?

Yes and any other country he's lived in for more than one year after age 16. If he's ever been arrested in any country, he'll need a police certificate from there as well.

You must send a photocopy of your police certificate(s) to the NVC.

  • You must submit a photocopy of your police certificate(s) to the U.S. Embassy or Consulate at the time of your interview.

Note: Present and former residents of the United States do NOT need to submit any U.S. police certificates.

Correct, if that's the only other place he has lived for longer than 6 months.

Not needed. You do not need a police certificate or FBI background check for US immigration purposes. The USCIS and DOS run the checks themselves.
