Filing for someone during ROC

I have a friend who didn't file for his child during the first stages. He has to do his ROC next year. Should he do it for the child then? If not, when is the best time. Also,he wants to eventually do it for his mother. When is best?. Thanks

Can you give more information? Like did your friend get permanent residency through marriage to a US citizen? or permanent resident? Was the child born before or after your friend became a permanent resident? Was the child under 18 when your friend married? If your friend is married to a US citizen, and the child was under 18 when they married, it makes more sense for the US citizen spouse to petition the child.

He has the 2 yr conditional green card (it expires July 2016, he got through marriage to a US citizen. The child will be 18 next year.

why didn't his wife file for him? it is best that she file for him as his stepmom, it will take around a year, the same as him

if he files for his son, as a LPR, it will take around 2 years
