I am planning to file I-130 for my sister. She is a doctor in China. The estimated waiting period for her to get her US green card is about 12-13 years. During the waiting period, she would like to visit me and my mother in US on B1 visa(visiting family member). Will her pending I-130 affect her B1 visa application? It is much easier for a Chinese to get a tourist visa to enter US nowadays, they can even get 10 year visa now. I am wondering if it is still an issue. Is it safer for her to get the 10 year B1 visa before I file I-130 for her? Any comments or thoughts are appreciated.

it may or may not be an issue, as long as she provides proof of strong ties to her country

One of the strong ties is itself pending I-130. Being a professional doctor she will never try to remain illegal in USA for back door job and wants to ruin the legal way of immigration. I got B1/B2 visa 2 times based on this claim and my I-130 will still need at least 2 years to become current.
