What does she want to study and why does she want to study in the US?

I don't know at this time, but all I know that she did very well in school before she had to quit school and take care of me when our parents died. She always won books at her class for being a good student.

I have to ask her because I know she did like school before, but the only reason also she didn't go back to school because you need to pay to go back to school and she can't afford it because they don't give a student loan there.

12 years we don't even know if we be dead or a live by than.

Now you are saying a college degree. Those this degree has to be specific degree or any degree ?

How we know she will get a tourist visa if she get my be a 2 years college degree ?

after the college degree if she earns a low income job I don't think the income will get her anywhere as far getting a tourist visa. I believe it has to be a very good income to stand a chance.

How about a student visa you think she will have a chance to come on student visa even if she is 48 years old ?

She would need a 4 years degree in a profession that qualifies for a work visa; engineering, biologist, etc. She would also need a US employer who will go through the expense of paying for her work visa. This is really unrealistic given your sister's age.

Does your sister have a high school diploma? Can she pass the TOEFL to get admission to a US college? Can she pay the international student fees and living expenses of $20,000 to $40,000 per year by showing cash in a bank? How many 48 years old from poor countries where she doesn't have a job afford school? This is also unrealistic.

The I-130 is the only way.

Yes, she dose have high school diploma and she went to college there too, but not for long. I know some colleges her don't need the TOEFL to get to the admission her. As far the $ 20,000 TO 40,000 that will be hard unless if she sells her house or if there is someone offers loans for international student.

you talking about me something locally where I live her in the US and go where to find what I need for her ?

If she wants to study abroad then she would be looking at loans locally, that is where she will be returning to and where she is known.

Ok, now what I send all the paper work for I-130 and it looks like it delivered on12/26/15 ?

When I should get anything back from them like the approval of the I-130 or anything and what do they send you?

After that, 12 years of waiting.

You will get a notice, NOA1, to inform that the I-130 was received and to give you the Priority Date. You do nothing.

In several months to many years, you will get another notice, NOA2, that USCIS approved the I-130 and sent it to the NVC. You do nothing.

In about 12 years, the Priority Date will become current. Your sister will pick her agent. You pay the fees. She files the visa application with her supporting documents. You file the I-864 and the supporting documents.

So, nothing to do but wait for 12 years.

the agent is her representative in the US to receive mail, the agent can be you the petitioner, or some use an attorney, but no attorney needed here

the form is the ds261, but this is after 12 years at the NVC stage, so you don't have to worry about that for now
