ISF for shipping belongings?

My husband shipped his belongings from Indonesia and they told him to submit the ISF to border patrol but didn't tell him how. Also, the said his stuff wouldn't be here until mid-Jan so he hasn't submitted the form but now his stuff has arrived--3 weeks early. Any chance we can avoid the fine for not filing the paperwork in time?

*I am the (female) petitioner, my husband  is an Australian citizen *
