My fiancee is a Nigerian national currently residing in South Africa. He was once married to a South African woman. Since their divorce his legal status in South Africa has been unclear as he is still waiting for his permanent residency status to be finalized. We would like to start the visa process in January but aren't sure where he should apply from - South Africa or Nigeria. How should we approach this?

Well you will be submitting the petition not him. If he will be a permanent resident by the time of interview (Figure like 6 months from when you send in petition) he can interview there.
