Can someone provide me with a link where the USCIS says the K1 Visa Sponsor's Financial Responsibilities end to the Government after the K-1 Visa holder has worked for 40 quarters or becomes a US Citizen?

you are confused or someone is confused, there is no such thing, the i134 is the affidavit of support for the K1 visa

that is the i864, affidavit of support after you marry your fiancé.

the i134 is a non binding affidavit of support, it end when the beneficiary comes to the US, that's why after you marry and adjust status, there Is another affidavit of support that needs to be signed

the responsibilities are in the instructions of the i864

The I-134 is used for the K-1 visa interview, and it is not legally binding.

The I-864 will be used for AOS after you are in the US and married. It is the one that is legally binding. The I-864 form itself and the form instructions tell you about the sponsor's obligations.
