earliest to send AOS and IV packets?

This seems like a silly question, but I have read both the NVC Process guide and the NVC for Montreal Beneficiaries guide and I haven't been able to find the answer.

How soon after I've paid the IV fee can I email the AOS and IV packets to the NVC? Do I have to wait until after I've done the DS-260? I have not received any correspondence for then apart from the IV invoice (which I got by email yesterday). Thank you so much!!

You can send your AOS & IV documents as soon as the choice of agent form has been completed and AOS fee has been paid.

For phisycal packages is true they can be sent right after AOS fee has benn paid.

Canada and other countries with EP processing could be a little different, but I do not know the right answer.

Do you have a scan date yet? I do not know if you guys with EP get one or an email acknowledging the beginning of the review of your documents, in other words the beginning of the "30 day time table" (now 45) for CASE COMPLETION.
