Processing time for I-130 vs I-130 & I-485

We are wanting to apply for my wife's sister (and her 2 kids) in Taiwan to move to the US. My wife is a naturalized citizen.

Looking at filing an I-130, I see a wide range of processing times from 5 months to 12 years. It seems that it also depends on the service center handling it. Is this true? We live in Colorado, by the way.

Would it be better/quicker, to have her come on a visitor visa and then file the I-130 & I-485 while she is here? What time is time frame does that entail?

no, the process takes around 12 years or more depending on the country she is from, sibling don't qualify to adjust status in the US as she isn't an immediate relative for immigration purposes

the i130, the first form can take from months to years to process, after it is approved, it will be sent to the NVC where it will be filed until the priority date becomes current

For non-immediate-relatives the I-130 processing time is essentially moot, since they will almost always be waiting on visa availability.

In the case of a sibling this is doubly so, since they are the lowest priority on the immigration totem pole. It will be a wait of around 12 years until anything noteworthy will start to happen with her case; her children may or may not age-out if they turn 21 before the process is completed.
