Getting Spanish Police Certificate for a Non-National

My fiancee needs to get a Spanish police report, but is a UK citizen. She was told she should contact the British Embassy in Spain for help, but they don't provide assistance. From what I've seen you need the country you're a national of to help apply for it. Could anybody provide experience on how they were able to get the certificate from abroad without their embassy helping them? Unfortunately traveling there is not an option since she now lives on another continent.

You should be able to get it by mail:

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
