I-131 Part 3 Question 4a and Part 7?

Should Part 3 Question 4a, this be answered no vs being left blank on the example form?

Part 7:

Does a document need to be supplemented. Is simply visiting family OK? or does someone need to be sick or something?

I left it blank because the Form I-131 says on page 2, "If you are applying for a non-DACA related AP document, skip to part 7."

One would think it would be more obvious on the form...like, oh, I don't know, maybe on the top of part 3??

Hopefully I filled mine correctly...

AOS send : May 12, 2015, received May 14, 2015 USPS priority

Email &text : May 18, 2015, check cashed May 19,2015, return receipt May 21, 2015 stamped USCIS Lockbox, NOA1 (3x) May 22,2015

Biometrics : June 1, 2015 letter received for appointment June 8, 2015, successful walk-in June 1, 2015

RFE : June 12, 2015 for income not meeting guideline. Income does ( ! ) exceed guideline.

RFE response : June 26, 2015 returned with a boat load full of financial evidence.

UPDATE: July 5, 2015 updated on all 3 cases, RFE received June 30, 2015.

Service request : Aug 12, 2015, letter received that it will be processed within 90 days from receipt of RFE.

UPDATE: Aug 24, 2015, EAD card being produced/ordered. ( 102 days from AOS receipt day and 55 days from RFE response received.) Thank you Jesus !

Emails : Aug 24, 2015, EAD approved, EAD card ordered.

Renewal EAD in production notification text and online, expedite successful 4 days after RFE request response was faxed, Aug25mailed,Aug29received.

Sept. 21 Interview, 2 hour interview, we were separated and asked about 50 questions each for an hour each. IO was firm but professional, some smiles.
Several service requests made, contacted Senator and Ombudsman. Background checks still pending.
July 21, 2017 HOME VISIT.  Went well. Topic thread in AOS forum.
Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.

Yeah I guess my question is that Question 4a is still a part of Part 3 before the 'skip statement'

On the current edition of the form, it's not clear, because the instruction to skip goes across the bottom of the page across both columns, so it could be after #3 (bottom of first column) or #4 (bottom of second column), although #4 isn't really a relevant question for APs. But on the previous edition of the form (no longer accepted), the instruction to skip is clearly between #3 and #4, so I believe the intention is that you can skip after #3. I wish somebody complained about the unclear new design when it was up for public comment.

Really! Where does USCIS get off by calling them "instructions"? They are more like guides, and provide very little instructions to the form itself. (I might be biased because I'm used to instructions to IRS forms...)

Thanks newacct, my worry here is that maybe it was redesigned specifically w/ the intent in mind this question was explicitly answered vs before. (or they wanted it answered which wasnt required before. did seem pretty clear before) The 'example' VJ form however is unfortunately very ambiguous just being left alone in this case.

I recall reading on here that since number 4 is technically on the same page as the whole "skip to part 7..," part, that it would be okay to answer it without it being a problem.
