Yes a retired person can be sponsor. Read through the I-864 instructions to determine what the sponsor will use to meet the income/asset requirements.

Retirement benefits letter and last 12 months of bank statements showing exactly how much they receive each month to prove their income. They will also need most recent complete tax return or IRS transcript and proof of being a US citizen or permanent resident. Read through the I-864 instructions. They are quite detailed.

My in laws were retired, they have to submit there pension proof, income tax return transcript of last 3 years, current income proof, USC proof or LPR proof; birth certificate. Also read I-864. Be careful while filing household details and specifically 13.a. that's where lot of people does mistake. Check as man as time you can. In my case; because of attorney it was rejected thrice. Don't rely on an attorney.

If they have not filled out tax returns as they did not have to

They can submit the 1099 R retirement forms in place of tax returns

if he gets Social security, part of it can be used for the support agreement. I was looking for the form my attorney used for this and can not find it at this time

you do not have to submit copy of tax returns and can just send 1099 R / This I did not know till i paid $300 for lawyer to do the I 864 / he did not even include my other assets such as home, savings, IRA and bank account
