You don't need police certificate from Pakistan.but if you spend three or more than 3 years outside from Pakistan then you need police certificate from that country.hope this will help you out

You need police certificate but no need to attest.

Dec 17, 2002: I-130 Send

Dec 21, 2002: I-130 NOA1 [Enter in computer + Priority Date]

Oct 12, 2009: NEBRASKA SERVICE CENTER ask for evidence
Nov 13, 2009: NEBRASKA SERVICE CENTER receive evidence response

Nov 18, 2009: I-130 NOA2 [Approve on the base of evidence]

Nov 23, 2009: Shipped this approved case to National Visa Center

Dec 25, 2009: NVC Assign Case Number
