NVC to consulate

So I received my letter from the NVC with my case # , My fiancé filled out his Ds260 online application, and we're ready to continue. But , I've been checking the status of my application at the ceac website & it still says my petition is in Transit. It's been like this for about 9 days. Should I pay my visa fee even though the US Embassy website states the petition is still in transit to the consulate ?

Off topic but you should fill out DS 160 for K1 visa not DS 260.

I received a letter from the NVC on December 1st saying my petition was sent to the Haiti. But today is the 15th and my case still says "In Transit" is it normal for the case to be lingering without hearing anything for this long ?

You should start working on your ds-160 and paid your visa fee. That's what I did. Nvc sent my case to Haiti 2 days ago.

I completed my DS160 I just wasn't sure if I should pay the fee before the US embassy receives the case because my fiancé tried to get his police certificate and complete his medical exam but they told him he was unable to do these without the letter from the Embassy.

How do I know you, when NYC received my file with case number?

Right now, my status is approve petition.
