I've never seen anyone go through the checks before the interview but that's not to say it hasn't ever happened. Did you look at applicants going through Pakistan? Maybe they have had this happen? I feel for you! We've had people in MENA who waited over a year after the interview. I don't know which is worse but they both suck.

are they going through these checks before the the petion is approved or is it at the NVC stange or after the interview?

I've seen long waits at the USCIS side and the Consulate side. It's rarer on the USCIS side, but occasionaly petitions get pulled and go under a longer wait. The one person that comes to mind right away is AndyMisiu. He had a terrible wait through VSC, but finally was cleared and is recently married. I remember he was outside the 6 months waiting time and was able to get some information by using USCIS's own expediited rules. (not the same expedited as wanting permissiont o rush your case).

Do a search for AndyMisiu's posts. He was approved on Oct 2 so look for posts immediately before this. He talks about USCIS's own policy that when they are outside the 6 month window of standrd operating proceedures, how you can contact them and what you need to do to have them handle the case.
