i won the dv lottery ,got the visa but never left to the states

SusieQQQ, until you have seen or heard all scenarios and circumstances, you can never say , it is impossible!

No law is absolute. Until a law lists all the possible clauses or precise definitions, it is possible for someone to get through a loophole.

This is a law that has been tested in court before including when DHS/USCIS was the agency at fault and still it didn't get through, so I don't see how someone who just didn't bother using the visa will be able to get it done. However, by all means keep giving people false hope if you think that's a kind thing to do.

Susie is right, there are no chances OP will be able to get the DV GC (for FY 2015 that is). That opportunity is gone.
